New prosecutor appointed in Trayvon Martin case

Gun control advocates say the Florida law that authorizes using deadly force to stop someone from committing a serious crime also encourages violent behavior. NBC's Pete Williams reports.

?Florida Gov. Rick Scott and Attorney General Pam Bondi said Thursday that they had appointed a new prosecutor to investigate the shooting death of Trayvon Martin and would appoint a committee on citizen safety that would examine the state's "Stand Your Ground" law. Martin, an unarmed 17-year-old, was killed by a self-described neighborhood watch guard in February.

In a statement, Scott called for the task force ?to investigate how to make sure a tragedy such as this does not occur in the future, while at the same time, protecting the fundamental rights of all our citizens ? especially the right to feel protected and safe in our state.? He said the task force would look at Florida?s ?Stand Your Ground? law, which allows someone who is being threatened to use deadly force.

Lt. Gov. Jennifer Carroll will lead the task force, Scott said. The Rev. R.B. Holmes Jr., the pastor of the Bethel Missionary Baptist Church in Tallahassee, will be its vice chair.

Additionally, Scott and Bondi appointed Angela B. Corey, a state attorney from another part of Florida, to oversee the investigation. Norman Wolfinger, the state attorney who covers Sanford, where the shooting took place, asked to step down from the investigation.

Trayvon Martin was carrying a pack of Skittles and a can of iced tea when George Zimmerman, 28, spotted Martin, a black teen who was walking home from a convenience store at night in a gated community. Zimmerman told police he shot Martin in self-defense after a confrontation.

On Thursday afternoon, a mostly black crowd gathered in a Sanford park to protest against the handling of the Martin case and what black leaders have called a pattern of racial discrimination in Sanford and elsewhere in a country that nonetheless has elected a black president. Mayor Jeff Triplett told NBC News that 20,000 to 25,000 people attended, based on a Parks and Recreation Department estimate.

New York-based civil rights leader Al Sharpton, whose TV show on MSNBC raised the profile of the Sanford shooting, headlined a series of speakers calling for justice.

Cathey Law, 46, a human-resource manager in the crowd, said the shooting had resonated in her family.

"I have a young adult son. In our black community, we have to have that conversation about driving while black and walking while black," Law said. "I hope his (Martin's) murder is not in vain and things change."

Rep. Allen West of Florida, one of two African American Republicans in Congress, issued a statement on Facebook Thursday, criticizing how local police initially handled Martin?s death.

Trayvon Martin, 17, was shot and killed by a self-described neighborhood watch guard in February in Sanford, Fla. The shooter, George Zimmerman, said he shot Martin in self-defense. He has not been charged.

?First of all, if all that has been reported is accurate, the Sanford police chief should be relieved of his duties due to what appears to be a mishandling of this shooting in its early stages,? West said. ?The U.S. Navy Seals identified Osama Bin Laden within hours, while this young man laid on a morgue slab for three days.?

He said that he has signed a letter supporting a federal investigation.

?I am not heading to Sanford to shout and scream, because we need responsible entities and agencies to handle this situation from this point without media bias or undue political influences. This is an outrage.?? ?

Sanford Police Chief Bill Lee said Thursday that he was stepping down temporarily during the investigation.

As people across the country demand justice for Trayvon Martin, the teen who was shot and killed in Sanford, Fla., after leaving a convenience store, the city's police chief said his involvement in the case has become 'a distraction.' NBC's Ron Allen reports.

Nuclear waste consultation closes

Friday marks the end of a consultation that could determine the fate of the UK's high-level radioactive waste.

West Cumbria residents have been asked for their views on whether local councils should enter formal talks with government on hosting a repository.

More than 750 responses have been sent and will be analysed in coming months.

West Cumbria is the only place to have expressed interest. If it decides against, there is no other option on the table for disposal of this waste.

If talks go ahead, the repository deep in the Cumbrian rock could begin receiving waste from the UK's fleet of nuclear reactors - some of which have already closed - from around 2040.

The consultation is being managed by the West Cumbria Managing Radioactive Waste Safely (MRWS) Partnership, formed by the three councils interested - Copeland and Allerdale Borough Councils, and Cumbria County Council.

The partnership has also run a number of discussion events in community centres and a web-based seminar.

Tim Knowles, chair of the partnership and a member of Cumbria County Council, said public opinion was crucial in determining whether formal talks go ahead.

"Normally we live in a system where there's an elective representative democracy, where people elect representatives to make decisions for them," he told BBC News.

"But in this case, the government has made it clear there must be broad support from the public, and that has to be demonstrable through this consultation.

"In my view it would be impossible for the local authorities to move ahead if there was very clear opposition from the general public."

There has already been opposition from local anti-nuclear groups, some of whom decided not to take up invitations to join the partnership.

Pete Roche, an independent consultant on nuclear issues who advises the Nuclear Free Local Authorities (NFLA) organisation, said the safety case for the repository had not been made.

"NFLA are extremely concerned about a number of outstanding issues that are still to be looked at before we could even begin to produce a decent safety case for deep geological disposal," he said.

"It seems to us that the geology in West Cumbria is particularly bad - and in this process, voluntarism comes before geology, and local communities could be left with the effects of that."

He was aware, he said, of 900 issues that needed to be investigated, including the possibility that gases containing radioactive elements could force their way to the surface.

Balance of risks

The government decided to adopt a 'voluntarist' approach to the nuclear waste issue in 2006.

Previous attempts to find a deep disposal site, it concluded, had foundered principally because communities felt the facility was being foisted upon them.

Finland and Sweden pioneered the voluntarist approach and in both cases it has led to communities actively bidding to be the host.

Although about 16 local authorities around the UK made initial enquiries, the three Cumbrian councils were the only ones to take matters any further.

The risk assessment for local people is that about 70% of the nation's high-level waste is already in the region - at Sellafield.

'Open and transparent'

West Cumbria MRWS Partnership will publish all responses to the consultation in a few months' time, alongside a report detailing what it sees as the implications.

Then, each of the three councils will decide whether it wants to enter talks.

If they do, they will be able to negotiate benefits for local communities, and will have the option of withdrawing at any stage until a final contract is signed.

"My main concern is that the rigour with which we do everything must be capable of withstanding scrutiny, and the test is whether it is capable of withstanding a judicial review," said Mr Knowles.

"It has to be open and transparent."

The eventual decision has national implications because of the lack of an alternative site.

When asked whether there is a Plan B, ministers have repeatedly said that Plan B is to make Plan A work.

For weeks, I?ve been pushing the Tebow-to-Jacksonville or Tebow-to-Miami theory if/when Peyton Manning picks the Broncos. ?Not long after that the ?if? has become a ?when,? I reiterated that idea, throwing out the Patriots as an option that at first blush looked like a ridiculous proposition but given the presence of former Broncos coach Josh McDaniels and head coach Bill Belichick (close friend of Tebow?s former Florida coach, Urban Meyer) and in light of Belichick?s penchant for outside-the-box thinking, it makes plenty of sense to make Tebow into something other than a quarterback.

But are there other not-so-obvious destinations? ?Teams that shouldn?t be interested but, when considering all factors, maybe should be.

It?s a given that any team that acquires Tebow, whether he?s traded or, quite possibly, cut would face a significant decision: ?(1) install Tebow as the starting quarterback and design an offense that suits his strengths and minimizes his weaknesses; (2) make him a backup, part-time quarterback (which would require one playbook for Tebow and one for the ?real? quarterback); or (3) move him to a new position. ?On the other side of the coin, Tebow will generate significant interest, not just in football circles but in the mainstream media. ?Ultra-casual fans who watch only the Super Bowl will start following Tebow?s new team. ?It will be an opportunity to craft a truly national brand.

So taking those important business realities into account, let?s consider the teams that should at least have the conversation regarding whether there?s a way to bring Tebowmania to town without unnecessarily undermining football interests ? and notwithstanding Brian Billick?s warning about the Broncos? effort to move Tebow: ??If they don?t want him, why should I??

And so which teams should consider Tebow, either as a full-time quarterback (not likely), part-time gimmick quarterback (more likely) or ?football player? to be used at a position to be determined (most likely)?

1. ?The Rams. ?

They volunteered to play in England in part because they believe that it will make them like the Cowboys and Steelers. ?It won?t.

Tebow could.

Throw in the ongoing struggles to sell tickets (sellouts undoubtedly come from owner Stan Kroenke buying up the unsold seats at 34 cents on the dollar) and a possible move to Los Angeles, and Tebow makes plenty of sense wearing horns from a creature other than, you know, the devil.

2. ?The Vikings.

Speaking of horns, Tebow could help maximize local interest during what could be a lame-duck season in Minnesota. ?The Vikings are getting no closer to getting a new stadium built. ?Tebowmania could be the thing that gets it done.

3. ?The Bengals.

Wanna sell those empty seats at Paul Brown Stadium? ?Put Tebow in orange and black.

He?s relatively inexpensive, and he?d help owner Mike Brown shed, to some extent, the perception that he isn?t interested in doing something bold.

4. ?The Saints.

What better way to push the Bountygate mess off the front page than to give coach Sean Payton a unique weapon?

Once, of course, Payton?s likely suspension ends.

5. ?The Eagles.

If coach Andy Reid can?t turn Tebow into a traditional passer, no one can.

Given what Reid did with Mike Vick, the Eagles may make the most sense of any team.

6. ?The Cowboys.

America?s Team can?t be America?s Team without the most popular NFL player in America.

They?d have more than 100,000 for every home game ? assuming they can get enough seats installed in time.

7. ?The Steelers.

Offensive coordinator Todd Haley would surely love nothing more than to be the guy who finds a way to get the most out of Tebow.

Especially since his nemesis Josh McDaniels got fired before he could really try.

8. ?The Colts.

Concerned that fans won?t show up to watch a crappy team? ?Add Tebow. ?They?ll be there.

9. ?The Buccaneers.

The Bucs bought several big-name (and big-money) free agents in order to fill up a half-empty stadium.

For a lot less money, they could sell the place out every week by adding Tebow.

10. ?The Chiefs.

Spurned by Peyton Manning an developing a penchant for taking quality players cast aside by division rivals, why not give Tebow the chance to return to Denver once per year?

Oil falls from near 10-month high to below $108

SINGAPORE (AP) ? Oil prices fell to below $108 a barrel Tuesday in Asia, slipping from near 10-month highs ahead of new data on the U.S. economy.

Benchmark oil for April delivery was down 57 cents to $107.52 a barrel at midday Singapore time in electronic trading on the New York Mercantile Exchange. The contract rose $1.03 to settle at $108.09 in New York on Monday.

Brent crude for May delivery was down 56 cents at $125.15 a barrel in London.

Crude has jumped from $96 last month and $75 in October as signs of an improving U.S. economy boost investor confidence. Oil traders often look to stock markets as a gauge of overall investor sentiment, and the Standard & Poor's 500 rose 0.4 percent Monday to its highest close since May 20, 2008. Asian stocks were mostly lower Tuesday.

Data on U.S. housing and jobless claims later this week is likely to provide fresh cues for the oil market. A private survey of the U.S. homebuilding industry on Monday found that companies are increasingly hopeful that home sales will rise in coming months.

Tensions over Iran's nuclear program have helped to keep high prices at elevated levels. A military attack by Israel or the U.S. against Iran's nuclear facilities would likely trigger a crude price spike while renewed diplomatic negotiations would probably cause prices to drop.

"The market is anticipating additional favorable U.S. economic news," energy trader and consultant Ritterbusch and Associates said in a report. "And until concerns ease regarding Iranian risk, the market appears capable of maintaining price gains, especially if equities remain strong."

In other energy trading, heating oil was down 1.4 cents at $3.26 per gallon and gasoline futures slid 1 cent at $3.35 per gallon. Natural gas fell 0.4 cent at $2.35 per 1,000 cubic feet.
