Joseph was born on July 10, 1918 and passed away on Tuesday, September 4, 2012.

Joseph was a resident of Sun City Center, Florida at the time of his passing.

He served in World War II for three years in the U.S. Navy Seabees in the European and South Pacific Theatres.

He is survived by his wife Elizabeth.

Mass of the Resurrection will be celebrated 11 a.m. Saturday, Sept 8, 2012 at Our Lady of Guadalupe Catholic Church, 16650 Hwy 301 South, Wimauma, Fla. Burial with Military Honors at Bay Pines National Cemetery, Bay Pines, Fla.

In lieu of flowers, memorials may be made to LifePath Hospice, 3725 Upper Creek Drive, Ruskin, Fla 33573.

The NonProfit Times: Liberty Mutual To Up Charitable Giving

Liberty Mutual will increase its charitable giving in?Massachusetts?this year, at the same time as other major financial institutions in Boston plan to maintain their previous levels of support.

According to an article in The Boston Globe, the Boston-based insurance company will up local donations to $17 million, an estimated 20 percent increase from the $14.2 million it distributed last year. This change is being made possible largely because of the company's signing of a three-year, $8 million deal renewing its sponsorship of the Boston Pops Fireworks Spectacular.

The insurance giant is also donating $1 million in nonprofit grants to promote its 100th anniversary. One of these grants will be used to conduct a series of public concerts in Boston.

?We care deeply about the community,? Melissa MacDonnell, director of Liberty Mutual?s philanthropy programs, said in a statement. ?We were born here 100 years ago, and we?ve grown to become an international company in 27 countries.?

While Liberty Mutual is increasing its donations, other institutions that have large operations in Boston are staying at their previous giving levels. Charlotte, N.C.-based Bank of America, which is struggling with millions of dollars in losses stemming from its purchase of the mortgage company Countrywide, announced it would give $12 million to?Massachusetts charities. This is the same amount the bank has given in previous years.

John Hancock also announced its donations would be staying the same, with a spokesperson saying the company expects to donate $11.5 million locally, which is around the same number as last year. The financial services company had already raised $6.8 million for nonprofits this year, thanks to a sponsorship program with the Boston Marathon.

COLOMBO, Sri Lanka -- Sri Lankan police arrested a Chinese tourist suspected of swallowing a diamond worth $13,600 on Wednesday at the island nation's biggest international gem and jewelry exhibition.

Chow Cheng, 32, is believed to have swallowed the diamond as he inspected it at the exhibition, attended by buyers from China, Hong Kong, Thailand, India and Europe, police said.

"His intention was to steal it," police spokesman Ajith Rohana told Reuters. "The x-ray shows the diamond is in his throat."

The Associated Press reported that the diamond was 1.5 carats.

Suresh Christopher Wijekoon, owner of the exhibition stall, said Chow had tried to switch the original diamond with a synthetic one.

"He realized that I noticed it. Then he immediately swallowed it," Wijekoon told Reuters.

The man was taken to a hospital where he was given laxatives, an unnamed police officer told the AFP news agency, according to the BBC.

The diamond's owner, named by the BBC's Charles Haviland as Suresh de Silva, said the swallowed stone may have been the fake one, and that tests would have to be carried out to confirm which one it was.

De Silva also said that the suspect had an accomplice who tried to create a distraction, the BBC reported. It was not immediately clear what the attempted distraction was.

According to de Silva, swallowing a diamond is dangerous because its point can damage a person's intestines, the BBC reported.

The Indian Ocean island is famed for its blue sapphires, diamonds and a jewelry industry that accounted for $532 million of its export revenue in 2011.

The AP reported that the jewelry exhibition where the incident took place was called Facets Sri Lanka 2012.

CAIRO (AP) ? A female Egyptian news presenter appeared on state television wearing a veil for the first time on Sunday after the Islamist-dominated government lifted an effective ban that had been in place for decades under secular-leaning regimes of the past.

The ban on female news readers wearing the Islamic veil had long been criticized even by liberals and human rights activists as an infringement on personal freedoms ? particularly in a country where more than half of all adult women cover their heads.

However, it was the latest move by authorities under new Islamist President Mohammed Morsi to make sweeping changes in state-controlled media. Just a few weeks ago, the Islamist-dominated upper house of parliament or Shura Council, shuffled editors of state-run media and most of the 50 new appointees were either Islamists or their sympathizers. Egypt's journalists' union has accused Morsi's Muslim Brotherhood group of trying to make the media its mouthpiece.

Many Egyptians fear Morsi and the powerful Brotherhood, which was outlawed and persecuted under former regimes, will give priority to Islamist interests at the expense of deep reform of the bloated and inefficient bureaucracy or pressing needs such as widespread poverty and economic crisis.

The ban on veils, enforced by state television for the half century it has been in existence, ended with the noon news bulletin when Fatma Nabil read out the headlines wearing a cream-colored headscarf and a dark suit.

Nabil worked for a year in the Muslim Brotherhood TV network Misr 25 after she was barred by state TV from appearing on air because of her veil. With Morsi's election and the appointment of the new Information Minister, Salah Abdel-Maksoud of the Muslim Brotherhood, she said she was given the "green light" to come back to state TV.

"Now the standards have nothing to do with the veil, which is a personal choice, but are all about professional skills and intellect," she said.

State-owned television, which employees nearly 40,000 staff, is among the largest employers of public servants in the country. It has long been closely associated with the ruling elite and plagued by rampant corruption. It suffers from low viewership because of lack of professional standards and lackluster programming.

Under the former President Hosni Mubarak's authoritarian regime, ousted in last year's uprising, female TV employees who wore the veil would be asked to take jobs off camera. Some sued against the policy and won, but a Ministry of Information run by staunch regime loyalists ignored the rulings, and enforced a de facto ban. Mubarak's predecessors followed a similar line.

The end result was that the faces on state TV mirrored those of the wives of the ruling elite, where the style was set by women such as the well-coiffed First Lady Suzanne Mubarak.

Mubarak's exit and the subsequent election of Morsi put a new face on power. Morsi wears an Islamic beard, and the new First Lady Naglaa Mahmoud covers not just her hair but the entire upper half of her body, minus her face ? a veiling style associated with the working class and female members of the Muslim Brotherhood.

The vast majority of Muslim Egyptian women wear some form of head covering ? from stylish scarves to the full face-covering veil called the niqab.

Privately-owned television networks have long employed veiled presenters and a number of famous actresses wear veils and appear in soap operas aired on state TV.

Hotel and airline workers were also discouraged from covering their heads, working in industries where former governments apparently wanted to promote a vision of modernity considered incompatible with veiling.

The changes on state television come against a backdrop of concern over a major reshuffling of the editors of state media last month.

In several incidents, journalists say, the new editors-in-chief have censored anti-Islamist columnists. In others they have fawned on Morsi as they once did on Mubarak.

State-owned October magazine ran a cover page last month depicting the president as a knight riding a horse and with a subtitle: "The revolution takes off."

"I want to see state media tell the truth and to stop serving the ruler, whoever the ruler is," said Farida el-Shoubashi, a media expert. "I don't want the state media to tell me that the president weeps while he prays. I want to know how to the president is going to lift the country's battered economy."

Welcome to part three of a ten part series discussing the most commonly misunderstood issues related to strata living.

3. The committees involvement in the process leading to legal action.

Part two of this series demonstrated the processes and time frames used in house with the SSKB Levy Management Team. This week, we will discuss the processes involved when unpaid body corporate contributions proceed to legal action. It is a common misconception that SSKB is responsible for pushing owners into legal action, when it is the committee that is responsible for making these types of decisions.

In order to conduct any recovery action on overdue contributions, the Committee for each body corporate must agree to adopt the SSKB arrears recovery policy. Once this has been adopted, the Levy Management team handles the processes as demonstrated in part two.

If all negotiations have failed, the matter is referred back to the committee to resolve to engage solicitors to proceed to legal action in order to recover the debt. The committee must resolve specifically against that lot and this resolution will stand for that and any future legal action in reference to that lot owner. The levy management team then refer the file to one of the panel of solicitors that we use. The solicitors will then file a claim and statement of claim and this is served to the owner. The owner has 28 days to either pay or defend the claim. If they do neither the matter then proceeds to a default judgment which places a default on the lot owners credit rating. A copy of the judgement is sent to the owner giving a further 14 days to pay.

If they still do not pay the matter is then referred back to the Committee to advise if they wish to proceed with enforcement. They do not need to meet or minute this decision; this can simply be communicated via email to the levy management team. If the committee agree we then obtain an enforcement warrant and the first step is to notify the mortgagee of the debt. In many cases the mortgagee pays the debt.

In the event that there is no mortgage over the property the general step is to begin bankruptcy proceedings against the owner. If the mortgagee does not pay, the bailiff will then be engaged to seize and sell the property and the debt is paid from the sale proceeds.

It is important to note that none of SSKB?s debt recovery matters have proceeded to this level since we have had the current arrears recovery policy in place.
